NOW, THEREFORE, I GLORIA MACAPAGAL-ARROYO, President of the Philippines,
do hereby order:
ARTICLE 1. Automotive Industry Development Council
Section
1. Automotive Industry Development Council. There is hereby created
a Council for the automotive industry hereinafter referred to as the
Automotive Industry Development Council, which shall be, for the purpose
of policy and program coordination, attached to the Board of Investments
(BOI).
The
Council shall be the policy and program coordinating body tasked to
ensure the accelerated development of the Philippine automotive industry,
in accordance with the policies set forth in this Executive Order.
The
Council shall be governed by a Board of Directors, which shall be composed
of:
- DTI
Secretary - Chairman
- DTI
Undersecretary for Industry and Investments - Vice Chairman
- DTI
Undersecretary - Member
- DENR
Undersecretary - Member
- DOE Undersecretary - Member
- Assistant Secretary, LTO - Member '
- Chairman,
LTFRB - Member
- Commissioner,
BOC - Member
- Three (3) representatives from recognized automotive industry
associations to be appointed by the President to serve for a
term of two years.
Permanent
representatives designated by the Undersecretaries shall not be lower
than an Assistant Secretary.
Section
2. Powers and Functions of the Council. The Council shall have the
following powers and functions;
- To
oversee the implementation of the Motor Vehicle Development Program
hereafter referred to as the "Program" for
the development of the automotive industry;
- To
harmonize policies, rules and regulations and other concerns as they
affect the implementation of the Program;
- To
coordinate all automotive industry development efforts of all agencies
and instrumentalities of the Government towards the attainment of
the following:

Create a conducive environment to attract new investment and expand
existing opportunities;
- Foster the
development of innovative technologies in the automotive industry;
- Develop a
high value-added manufacturing activities in niche areas;
- Increase the
industry's exports and make the Philippines as a production hub
for the region; and,
- Improve competitiveness
of parts and component manufacturers and to enhance their contribution
to the automotive industry and the economy.
- To receive grants,
subsidies, donations from any private or government office, agency
or corporation in the Philippines or abroad and manage such funds
for the benefit and use of the industry;
- To perform such
other acts as may be necessary or conducive to the exercise of its
functions and powers and the discharge of its duties under this Executive
Order.
