Regional newspapers are the most traditional way to attract job applicants.
Particularly for major metropolitan newspapers, even small ads can
be fairly expensive.
Trade Publications
In some industries you may want to try a trade publication that targets
your industry or a specific niche in that industry.
Professional Groups
You may want to try sending a one-page job description to all professional
groups and associations you belong to that publish newsletters or regularly
post openings either on-line or at the association's headquarters.
Networking
Use the phone to network among colleagues in the industry and your peers
in competing organizations; ask them for ideas to use when locating
candidates for your openings.
